I know that ASE has a server charset; in my case, it is cp850, Sybase ASE
15.0.3
I also know that in my application I can "set char_convert off", and get the
cp850 data straight from database without conversion.
But is there a way to explicitly set the client characters set? Like saying
"from now on, convert the data to the charset XXX"
I would like the data to either be converted to UTF-8, or to ASCII 7, but
only for one application

Yes. For command-line utilities like isql, it is the -J option. With
isql -Jutf8 or isql -Jiso_1 you convert to UTF8 or ISO_1 at the client.
Without -J, the server character set is converted to the default client
character set (depends on platform and any OpenClient configurations).
With isql -J (i.e. without a character set name) you suppress any
character set conversion.
