We created an UTF-8 coded database, all seems to be good
except lower and upper functions for 2-byte characters they
don't work as we expected - no case changes at all. Can
anybody explain and/or help?

What version of IQ are you using ? While creating database did you create db
with 'case respect' or 'case ignore' ?
