Is it possible to assign certain users to only certain
DBSpaces and blocking them completely from all other
DBSpaces? They shouldn't even be able to see data on the
other DBspaces.

Sorry did not put the issue clear enough. The client wants
to give certain users access to iq_main and keep others out.
As PUBLIC is automatically assigned to all users how can one
do this?

What is the exact requirement ?. Only "create" permissions can be given for
dbspaces
You might want to check how "encryption" works in case if you want to
restrict users to read data
