Is there any way to communicate between the HTML page elements and the
Powerbuilder application running in the netscape plugin?
Since the plugin restricts use of menus, I was thinking an HTML based menu
could be used if there was a way to "trigger" certain events in the
application.
Any thoughts?

Doesn't look that way. Unfortunate. The ActiveX allows you to not only to
fire events, but even to call functions within the app.
